SOME RESPONSIBILITIES OF A COUNTY CLERK
Principal record keeper for the county - preserving all legal instruments filed by private citizens and public officials with the County Clerk’s office.

Ensures public tax dollars are spent appropriately by overseeing purchasing procedures.

Maintains accurate and current records of legal instruments including deeds, mortgages, liens, oil, gas, and mineral leases, military discharge papers, and more.

Ensures that all county transactions comply with state law and serves the public interest

Reviews all claims for payment for goods and services, county payroll, prepares proper warrants, and assists with annual budget preparation.

Records all appropriations and expenditures for each county office and department.
​
Manages paperwork for purchases, lease-purchases and rental agreements, and even advertises for sealed bids for the Board of County Commissioners.
With over 27 years of expertise, including over 16 years at the Cleveland County courthouse, Pam Howlett brings a wealth of knowledge, dedication and expertise to the role of Cleveland County Clerk.

OVER 27 YEARS OF EXPERIENCE
Pam Howlett, a dedicated and accomplished public service professional, is announcing her intention to file for candidacy on the Republican ticket to serve as Cleveland County Clerk.
Pam Howlett brings decades of dedication and experience to her candidacy. With a tenure at the Cleveland County courthouse going back to 2008, Pam’s commitment to public service has been unwavering. Her experience and leadership in many of the County Clerk key departments have enriched her understanding of the county’s administrative landscape, and her knowledge base of laws and procedures built over 16 years equip her with the skills needed to lead the office to even greater efficiency and effectiveness for residents of the county.

“This position is not one to be learned overnight. The Clerk is the principal record keeper responsible for preserving and safeguarding private citizens and public official’s legal documents - which includes mortgages, liens and
deeds, plat maps, oil, gas and mineral leases, military discharge records to name a few. In addition, the role assists in many financial matters and records, appropriations and expenditures. I am confident that my long term, broad experience and knowledge of county government in this capacity will ensure a smooth transition to new leadership and a new level of professionalism and expertise to serve the residents of our local county,” said Howlett.
Over the last 27 years, Pam has developed her expertise beginning with work as an Abstractor, delving into all land aspects of public records dealing with land, and then title operations. She then served mineral owners, and expanded her qualifications as a licensed insurance agent. In 2008, Pam began working within the Cleveland County Clerk’s office to expand her county experience, by assuming a diverse range of responsibilities in the real estate department, and then transitioned to the bookkeeping department, where she helped to implement a new software program and worked to modernize the department and facilitate better service for the public. In 2021, Pam was promoted to Purchasing Coordinator for Cleveland County clerk’s office where she continues to serve the county today. In this role, Pam is responsible for contracts, bids, and all requisition and purchases made on a county-wide basis.

“I am honored that many of my colleagues and neighbors have asked me to run for the County Clerk position on the June 18 ballot. Just as I have approached every assignment over the last 16 years in service to Cleveland County, after considering thoughtfully and prayerfully, I am announcing that I will ask for your continued support and trust as I enter this new arena of elected service to our community,” said Howlett.

Pam and her husband Jim have lived in Cleveland County since 1994, spending 25 years in Noble and five years in the Moore area. They have raised three children, and are active members of Noble Assembly of God church.
